Action Recommended
That Council approve a 3% increase to the combined water and sewer rates for 2010 as supported and recommended through the 2010 Budget Steering Committee.

Action Recommended
That Council endorse the following CPPEC recommendations:

  1. File BR #2009-10 - 100-144 Pitt St (Lang Investment, Life's Little Pleasures, H&R Block, Aube Freres, Spinners Diner, Jack Lees, Much T's, Cornwall Business Machines) applicants
    That BR #2009-10 - 100-144 Pitt St request be approved as follows:
    Program 2 - Environmental Site Assessment Phase ll Grant - $15,000
    Program 2 - Project Feasibility Study Grant - $10,000
    Program 6 - Discretionary Municipal Tipping Fees Grant - $208,065
    (Paid out at 100% of actual cost level for each program and monies to be taken from the Provincial Brownfields unconditional grant); and

2. In addition, staff recommends that the monies assigned to pay for Program 6 costs first be identified as revenue to the subject City Department (Infrastructure and Municipal Works) for municipal tipping fees, prior to being placed back into the Brownfields' reserve.


3 CPPEC Report to Council No. 2 - Remediation costs for contaminated cinders/ashes impacted soil at the Pitt Street (HOTC) Parking Lot - Northwest corner of Pitt and First Street; and Development of a New Brownfields Funding Program

Action Recommended
  1. That Council provides approval to pay the remaining costs of approximately $96,879 on behalf of the property owners (Lang Investment, Life's Little Pleasures, H&R Block, Aube Freres, Spinners Diner, Jack Lees, Much T's, Cornwall Business Machines) impacted through this project from the Brownfield Reserves to fully remediate the parking lot, including the City's portion; and
  2. That staff be directed to develop criteria within a new Brownfields program as an amendment to the Brownfields C.I.P., to ensure safeguards and due diligence protocols in administering the remaining Brownfields Capital Fund monies for such future situations.


4 Remediation Costs Related to Previously Unknown Oil Impacted soil on Portions of the HOTC Parking Lot Lands - Northwest Corner of Pitt and First Streets

Action Recommended
That Council provides approval to pay the actual costs at a capped level of $400,000.00 for remediation for the contaminated soil on behalf of the property owners (Life's Little Pleasures, H&R Block, Aube Freres, Spinners Diner, Jack Lees, Much T's) impacted through this project from the Brownfields Reserve (2007 Provincial Unconditional Grant),
