That Council support the following requests:

1. That the Navy League (Sea Cadets) Cornwall Branch be permitted to conduct a tag day on Saturday, November 14, 2009.

2. That the month of April, 2010 be proclaimed as Daffodil Month and that they be given permission to fly the Canadian Cancer Society Flag for the month at 340 Pitt Street.

3. That Council support the Service Club of Council's Christmas Caroling event and declare Sunday December 6, 2009 as Service Club Day in the City of Cornwall

Action Recommended
i.) THAT the application by Mr. Run Guo Yang (agent Sean Adams), to rezone the subject site(s) to Highway Commercial (C.H.) zone, with a site specific exception, to establish a Travelling Recreational Vehicle Facility on 2140 and 2150 Vincent Massey Drive;

ii.) THAT the proposed developments are subject to a full Site Plan Review Process; and

iii.) That the new park area portions be for temporary trailers only and no permanent living arrangements, as may be the long-standing case with the original part at 2140 Vincent Massey Drive, be approved. That (7) seven permanent sites be recognized on the existing park at 2140 Vincent Massey Drive.

Action Recommended

    1. That CPPEC has reviewed the November 2, 2009 Brownfields funding request from the Heart of the City and has determined that, based on the magnitude of the additional work (i.e. additional excavation costs, material disposal costs to City landfill site, Laflèche soil recovery, return of clean material, backfilling of the affected area, TRG environmental costs, etc.) on the Heart of the City First Street Private/Public Parking Lot project, it is beyond the mandate of the programs of the HOTC and/or Brownfields C.I.P. programs; and

    2. That in addition, CPPEC respectfully requests that City Council provide final direction and action on the Heart of the City request dated November 2, 2009.

WHEREAS the issue regarding the ongoing inconvenient nature and overall appearance of our local border crossing is continuing with no end in sight; and

WHEREAS there are now plans to increase the overall footprint of the customs area; and

WHEREAS we encourage talks between the two stakeholders in order to facilitate an end to this problem.

NOW THEREFORE BE IT RESOLVED That this Council set a deadline with respect to finding a permanent solution to the issue; and

BE IT FURTHER RESOLVED that the Council of The Corporation of the City of Cornwall co-operate in an effort to return things to a normal situation.

That Council approve construction loan financing with Infrastructure Ontario for the following projects that are supported by the Building Canada Fund, Infrastructure Stimulus Fund and RInC:

1. Multi-Sport Facility Loan amount up to 20,000,000

2. EMS Headquarters Loan amount up to $3,400,000

3. Multi-Purpose Room & Gymnasium (Aquatic Centre) Loan amount up to 2,100,000

That Council further approve short term borrowing with the City's Financial Institution to finance the expenditures incurred to date until the construction loans can be arranged.

That By-law 195 of 2009 being a By-law to confirm the proceedings of the Council of The Corporation of the City of Cornwall at its meeting held on Monday, November 23, 2009, having been read a first, second and third time, be now taken as read and passed.
