The following By-laws are presented to Council for passing and it is recommended that By-laws 082 to 090 of 2009 inclusive be read a first time and be considered as read a second time.


2009-082 A Bylaw to pass Official Plan Amendment No. 18, to identify a new designation as shown on Schedules “A” and “B” to the Official Plan. The Schedules, will now show a designation change to General Commercial from Industrial on Part of Lot 14, Concession 1, being Part of Part 1 on Plan 52R-5274, in the City of Cornwall.

That Council endorse repealing Bylaws No. 121, 1983, being a By-law to appoint members to the Committee of Adjustment and By-law No. 029-1988, being a By-law to appoint an alternate member to serve on the Cornwall Committee of Adjustment and that both Bylaws be replaced with A Bylaw to Appoint Members/Alternate Members to the Committee of Adjustment and Re-affirm various details of the Committee.

2009-022 Draft Plan Approval for Blackburn Gardens Plan of Subdivision, (File 04T-2009-01)

WHEREAS an application was submitted for a Draft Plan Approval for Blackburn Gardens Subdivision to include the development of 48 lots, comprised of 14 singles family lots, 18 semi detached lots and 11 townhouses lots, with parkland dedication shown as Block 29. The property is situated south of Tollgate Road and east of Pitt Street, legally described as Part of Lot 9, Concession 2, City of Cornwall.

NOW THEREFORE THE COUNCIL OF THE CORPORATION OF THE CITY OF CORNWALL ENACTS AS FOLLOWS:

That the Council enacts that the application dated April 6, 2009 from Navron Developments Ltd., to subdivide the lands as shown on a Plan of Survey dated May 11th, 2009 by K.L.Stidwill, O.L.S., be given Draft Plan Approval, subject to the satisfaction of staff that conditions contained in Appendix "A" to the Planning Advisory Committee's technical report have been completed. Furthermore, the Mayor and Clerk are hereby authorized to sign the final version of the Registered Plan upon satisfactory completion of the Subdivision Agreement and Draft Plan conditions.


2009-023 Funding Application to Canadian Heritage - Olympic Torch Relay Activities

WHEREAS the City of Cornwall wishes to submit a funding application to Canadian Heritage under the Celebration and Commemoration Program for the upcoming Olympic Torch Relay Community Celebration for the 2010 Vancouver Winter Olympic Games; and

WHEREAS the funding application is for $15,000 to go towards the City's Celebration in Lamoureux Park on December 14, 2009; and

WHEREAS the funds would be used for advertisement, park decorations, entertainment, park activities, etc.; and

WHEREAS the deadline for submission has been extended to Monday, June 15, 2009.


NOW THEREFORE THE COUNCIL OF THE CORPORATION OF THE CITY OF CORNWALL ENACTS AS FOLLOWS:

1. That The Corporation of the City of Cornwall be and is hereby authorized to make application to Canadian Heritage under the Celebration and Commemoration Program for the upcoming Olympic Torch Relay Community Celebration for the 2010 Vancouver Winter Olympic Games and

2. That Stephen Alexander, General Manager of Planning , Parks and Recreation and/or his delegate be and is hereby authorized to sign the documentation to complete this Application.

The City obtain additional property insurance from BFL Canada based on the latest appraisal report that was completed by Suncorp Valuations. The cost for the insurance is $83,509.92 and should be paid from the Insurance Reserve.

The City of Cornwall offers employment opportunities throughout the year. The City's Human Resources Department will not accept applications unless jobs are posted. In the event the City finds itself in need of additional casual/temporary employees beyond those who may be recalled, as per the above guidelines, public advertisement of such opportunities will be conducted."
