That Council proclaim the week of October 17th to 23rd as "Canada World Youth Week" in the City of Cornwall.

(a) That the proposed Amendments (revisions) to the City of Cornwall Brownfields Community Improvement Program (C.I.P.), as identified in Section C of this report, be approved in full;

(b) That Council pass a Resolution of Support and Endorsement, as proposed in Attachment ll of the report, demonstrating its commitment to updating/revising of the City of Cornwall Brownfields Community Improvement Program (C.I.P.);

(c) That based on Council’s passing of an amending By-law, under Sections 17 and 28 of the Ontario Planning Act (see Draft By-law in Attachment I of this report), staff send an original copy of the By-law with the supporting cover letter to the Ministry of Municipal Affairs and Housing (MMAH - Kingston Office) for final Provincial review and approval;

(d) THAT Planning staff subsequently consolidate the City of Cornwall Brownfields Community Improvement Program (C.I.P.), based on the amendments, once the final Notice of Decision of the Ministry passes its Appeal period and the Municipality is duly notified of it being in force; and

(e) That as a separate exercise Planning Staff proceed with a related Official Plan Amendment to add lands on Marleau Avenue owned by Noyar Developments, back into Schedule 6: Community Improvement Policy Areas (for Brownfields), as per Section E of this report.

2011-14 Cornwall Heart of the City (HOTC) Community Improvement Plan (CIP) - Amendments

WHEREAS The Corporation of the City of Cornwall adopted the Heart of the City Community Improvement Plan (C.I.P.) by By-law 170, 2005 on November 14, 2005 and received Ministry of Municipal Affairs and Housing (MMAH) final approval with modifications on April 20, 2005 with the Plan coming into force on May 10, 2005; and

WHEREAS the Municipality has been implementing the Plan with its associated Financial Incentive Programs since the CIP has come into force; and

WHEREAS Cornwall Planning Programs Evaluation Committee (CPPEC) completed a comprehensive 5 year review of the CIP; and

WHEREAS this subject Resolution and amending By-law form the basis for the Municipality to approve in whole the proposed changes.

NOW THEREFORE BE IT RESOLVED THAT the Council of The Corporation of the City of Cornwall fully supports and endorses the proposed amending changes to its Heart of the City C.I.P., as identified in Bylaw Number - 2011 and further, respectfully gives subsequent (final) approval of the said amendments to the City of Cornwall Heart of the City C.I.P. (having Adopting By-law 170-2005).
