    PRESENTATIONS

    Mrs. Maureen Adams, Chief Financial Officer provided the 2009 Budget Overview by Power Point Presentation which summarized the Operating and Capital Summary variances between the approved 2008 budget and the 2009 submission, identifying a 1.16% change to taxation equating to a $583,908 increase from 2008. Additional information provided was an increase of 0.263% increase to the operating budget, showing a 2009 submission increase in revenue of $1,520,208 and an increase in expenditures of $1,647,391.00. Major Variances noted were within the OMPF, Room Rental at Justice Building, Recoveries, Salaries/Benefits, Fuel, Contracted Services, Social & Housing Services and Tax Write Offs. Capital Budget indicated a 22.85% increase over the 2008 budget equating to a dollar value of $456,725.00.

    Taxation Revenue where the tax levy represents a main revenue source of (33.27%) of the 2009 budget. The 2009 budgeted taxation is based on new assessment values at an adjusted tax rate that is 0.49% lower than the 2008 tax rate. The budget document presented, assumes a 1.16% tax levy increae which equals $583,908 to bring the total taxation collection to $50,890,346.00

    Mr. St.Aubin addressed Council Members urging them to re-visit their resolution endorsement of 2008, which resolution endorsed a 10% increase, each year for a three year period. Mr. St. Aubin indicated that the new transit schedule has proved to be successful in increasing the ridership, however a fair increase may negate the current success. He suggested that the structured fair increases be either tied to the cost of living index or eliminated for the next year completely.

    Motion that Council defer and re-evaluate any transit fare increase to the year 2011.

    That Council determine if it wishes to proceed to background studies for development charges and, if so, add $80,000 to the 2009 Budget.

    5 Cornwall and Area Seaway Valley Tourism

    That Council authorize the amount of $583,491.00 from the $4.3 million "Investing in Ontario" grant to fund infrastructure projects in the 2009 Capital Budget that are presently scheduled to be funded by the tax base.

    That Council endorse acceptance of the 2009 Budget at a -0.01% decrease over the 2008 levy translating to a -1.64% tax rate decrease over the 2008 approved tax rate.

    7. Funding Requests - Agency Requirements

    WHEREAS the City of Cornwall has provided funding to various organizations seeking financial assistance for a number of years; and

    WHEREAS agencies must make every possible attempt to secure other sources of revenue; and

    WHEREAS funding in generally included in the City of Cornwall's annual budget to support them during the current year.


    7. Funding Requests - Agency Requirements (cont..)

    BE IT RESOLVED that prior to any further consideration of funding for these organizations, that all organizations outline to the City of Cornwall its efforts to secure funding from other sources such as but not limited to the Ontario Trillium Foundation, Services Canada, Employment Ontario, the S.D. & G. Community Development Corporation, and other agencies as may be determined in an effort to assist with its ongoing operational activities as well as develop new programming opportunities to these organizations.
