BACKGROUND / DISCUSSION
The Corporation of the City of Cornwall invited proposals for the supply of a handler and dog to gently chase geese away at Lamoureux Park, Water Street, Cornwall. This technique is known as hazing. The contract with the successful bidder shall be from approximately May 5, 2009 to June 12, 2009. The hazing will stop during the molt period and will start again from July 1, 2009, to September 15, 2009.
Proposed Schedule: (estimate of hours of hazing)
1. Spring – 5 weeks (approximately May 5 – June 12)
2. Summer – 9 weeks (approximately July 1 – August 31)
2 x 2 hrs x 62 days
2 park visits for 2 hours each visit, 4 hours daily x 62 days = 248 hours
3. Fall – 2 weeks (approximately September 1 to September 15)
2 hrs / day x 4 days / week x 2 weeks
1 Park visit for 2 hours, 4 times per week for 2 weeks = 16 hours
4. Special Events – additional 20 hours to be scheduled, as required.
An evaluation of the two low bidders with their dog was held on April 23, 2009.
The following Requests for Proposals were received and opened by the Purchasing Agent.

Bid Price $ 29,160.00 ($90.00/hr.)
In fact, the total bid price will be reduced slightly because of the date of the award report going to Council.
Falkon Environmental Services, Alexandria, Ontario
Bid Price $30,780.00 ($95.00/hr.)
Integrated Goose Management and Technician, Ottawa, Ontario
Bid Price $52,440.00 ($95.00/hr. weekdays, $190.00/hr. weekends) plus applicable GST.
There was another bidder that submitted a proposal but he withdrew because of the cost and procedures required to obtain WSIB coverage.
2 hrs / day x 4 days/ week x 5 weeks
1 park visit for 2 hours, 4 times per week @ 8 hrs x 5 weeks = 40 hours
